Start here - Fight the Blight
Fight the Blight is the nonprofit front door and offers virtual peer-support groups; ask about current fit and capacity from Winfield or elsewhere. The Peer Tree is a separate private-pay pathway; confirm scope, service area, availability, travel, and fees. Unburied is digital peer support, not therapy or emergency support. These are independent options, not endorsements. Confirm access, eligibility, cost, and fit directly.
For immediate danger, fire, rescue, or urgent medical response, call 911. Putnam County identifies its 911 center as the countywide public-safety answering point; text 911 if you cannot safely call, though a voice call is preferred when possible. For emotional distress or behavioral-health crisis support, call or text 988 or Help4WV. For confidential domestic-violence support, Branches lists a 24-hour hotline and Putnam County outreach. A cluttered home, by itself, does not establish abuse or neglect. WV 211 can offer current referrals, but a referral does not guarantee assistance, a bed, or placement.

Unburied is a digital peer-support pathway for people affected by hoarding and clutter concerns and for friends and family. It supports connection and ongoing peer support, not therapy, emergency response, or local case management.
Call 211 or 1-833-848-9905, or text a ZIP code to 898-211, for referrals to food, housing, utility, health, transportation, and other services. The line is available around the clock. A referral does not guarantee assistance or placement and is not emergency dispatch.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, protective services, shelter, housing rules, legal advocacy, or emergency dispatch.
Call 911 for immediate danger, fire, rescue, or urgent medical response. If it is safe, explain access, mobility, or communication needs. Putnam County says a text to 911 is available when a person cannot call safely; a voice call is preferred when possible.
The county identifies its 911 center as the dispatch point for law enforcement, EMS, and fire services across Putnam County. For non-emergency inquiries, call 304-586-0246; its Emergency Management office also shares weather-readiness and disaster-preparedness information. For active danger, fire, or urgent medical response, call 911. The county says texting 911 is available when calling is unsafe, though voice is preferred when possible.

Help4WV provides a round-the-clock phone and text pathway for people seeking behavioral-health or substance-use support and referrals. Ask the responder what immediate options are available in Putnam County; a call does not guarantee a local appointment or placement.
Branches lists a 24-hour crisis line and serves Putnam County through outreach and an emergency shelter program. A caller can ask about confidential advocacy, safety planning, and current options. Call first; an opening or placement cannot be promised.
Call Poison Control at 1-800-222-1222 for possible exposure to medicines, chemicals, or other poisonous substances. Do not wait for an online response when someone is seriously ill or in immediate danger.
The state lists Adult Protective Services, adult residential care, family assistance, homelessness services, and other programs through the Putnam County office. Call to discuss the specific concern and intake process. A cluttered home alone does not establish abuse or neglect; use 911 for immediate danger.
People and practical help
These listings connect the local community with housing, food, behavioral health, benefits, transit, survivor advocacy, disability support, peer support, and practical resources. Ask about current availability, cost, scope, consent, and safety before relying on them.
The state lists programs including Medicaid, WVCHIP, SNAP, emergency assistance, LIEAP utility assistance, adult protective services, and homelessness services. The listed office is open weekdays 8:30 a.m.–5 p.m. Call first to confirm the right program, documents, and current intake steps.
The state PATH system supports applications and benefit management for programs such as SNAP, Medicaid/WVCHIP, and energy assistance. Screening may be available before account creation; submitting applications or reviews requires an account. Contact the county office if online access is a barrier.
The health department lists clinical services, environmental and food safety, healthy-home information, sanitation, and community education. It is open 8 a.m.–4 p.m. with a lunch closure; appointments are required for clinical visits. Call to confirm the service, appointment, and cost before going.
Prestera lists adult outpatient and crisis-response services at 3738 Teays Valley Road, Suite B, Hurricane, with a sliding-fee-scale statement. It lists an on-call number for help at any time. This is a general qualified-care pathway, not a verified hoarding specialty; ask about fit, fees, and current capacity.
The Hurricane location lists family medicine, behavioral health, and recovery services. Valley Health describes a sliding-fee discount based on household income and size for eligible in-scope care, including people with insurance. Confirm that a particular service is offered at this location and ask about fees and openings.
Putnam Aging lists a Winfield Senior Nutrition Site and says meals at its senior centers are provided at no cost, with a small donation appreciated. Call before visiting to confirm current schedule, eligibility, and any changes. The central office also coordinates other aging and caregiver services.
Putnam Aging says home-delivered meal eligibility is arranged through its central office or a local senior center. Ask about the assessment, dietary options, schedule, and service availability. No delivery start date or current opening is promised.
The WV ADRC can help people and family supporters understand options involving in-home care, transportation, meals, respite, utility assistance, and long-term support. Its information and referral service is free. Ask which local program fits and confirm eligibility, wait times, and capacity.
The state says eligible Medicaid and WVCHIP members can arrange non-emergency rides to covered services through Modivcare. Routine scheduling has advance-notice and trip rules. Call to confirm coverage, reservation timing, pickup, and whether an escort or mobility support is available.
The state waiver may provide personal-attendant and case-management support for eligible adults who meet financial rules and a nursing-facility level-of-care assessment. The program requires needs in multiple daily-living areas and a safe place for staff to work; an opening must be available. Call the Bureau of Senior Services to ask about the application and alternatives while waiting.
The Bureau for Family Assistance explains state homeless-services intake and links to a shelter directory. HUD directs West Virginia residents to 211 and its homeless-services prompt for local referrals. Call ahead about current intake, eligibility, and availability; a directory is not a reservation.

HUD’s counselor locator can help with rental issues, housing stability, foreclosure, home repairs, and other housing questions. Call 800-569-4287 to locate a participating agency and ask what it charges. HUD does not provide an apartment or guarantee financial assistance.
Legal Aid WV handles selected civil issues, including some housing, benefits, debt, and domestic-violence matters. Intake screening applies; generally a person must be low-income or a victim of domestic violence. Call the statewide application line, especially for a hearing or deadline within ten days.
West Virginia Senior Legal Aid provides free civil legal services to eligible West Virginians age 60 and older. Contact the organization directly to describe the issue and ask whether it can assist; criminal matters are outside the service described on its site. Do not visit the office without an appointment.
