First conversations
You do not need to know the perfect service name before reaching out. These organizations can help you understand the landscape and identify a next step.
The city provides behavioral-health and developmental-disability services for children, adolescents, and adults through outpatient, residential, day, home, case-management, and peer-support settings. Ask about same-day access, eligibility, insurance, and the right level of care.
Virginia Beach Human Services combines behavioral-health authority and local social-services functions, including financial assistance and coordinated supports for vulnerable residents. Use its program areas when several needs overlap or you are not sure where to begin.
The city describes the Housing Resource Center as a one-stop community system for people experiencing homelessness or a housing crisis, with shelter, housing connections, health, learning, and supportive services. Call or ask about current screening and availability rather than assuming a bed or housing placement.
Senior Services of Southeastern Virginia is the Area Agency on Aging for Virginia Beach and nearby communities. Ask about meals, in-home services, caregiver support, transportation, benefits counseling, and the right local program for an older adult or caregiver.
The International OCD Foundation directory can be searched for clinicians, support groups, organizers, and programs that indicate an interest in hoarding-related care. Ask about experience, licensure, fees, insurance, wait time, privacy, and whether home-based or telehealth work fits.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, survivor advocacy, shelter, protective services, code enforcement, or emergency dispatch.
Call 911 when there is immediate danger, fire, a medical emergency, violence, or a threat that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, counseling service, or cleanup provider.
Virginia Beach Human Services publishes 757-385-0888 for emergency mental-health services available 24/7. Call to discuss a behavioral-health crisis and the appropriate response; call 911 for immediate medical danger, fire, or violence.
Call or text 988 for confidential behavioral-health crisis support and connection to local services. It is not emergency dispatch, licensed therapy, or a cleanup service; call 911 for immediate danger, fire, or a medical emergency.
The Virginia Department of Health publishes the statewide hotline for family violence and sexual assault support. Use a safer device when possible, and call 911 for immediate danger; this is survivor support, not general housing or cleanup assistance.
Samaritan House describes emergency and permanent housing, case management, counseling, advocacy, transportation, nutrition, and other support for people affected by violence, trafficking, and homelessness. Call the 24/7 hotline before traveling or sharing sensitive details online.
The city Commonwealth's Attorney office lists crisis response, adult and child protective services, survivor hotlines, shelter, and related victim resources. Use it to identify the right protective or advocacy pathway; it is not a substitute for 911 during immediate danger.
Virginia Beach lists Adult Protective Services as a local protective pathway. Use it when an adult may be unsafe because of abuse, neglect, exploitation, or inability to protect themselves; it is not a voluntary cleanup service or emergency medical response.
The city's Code Enforcement division addresses property and building-maintenance violations and lists hoarding among its complaint topics. A report may begin a municipal process but is not consent-based support or a guaranteed cleanup; ask about the least disruptive appropriate pathway.
The city maintains its code and ordinance information for residents researching property, zoning, occupancy, and neighborhood questions. It is informational and does not replace legal advice, an inspection, or a conversation about a consent-based support plan.
The city's housing-crisis intake screens Virginia Beach residents for available homelessness-prevention, rapid-rehousing, rental-security-deposit, and single-room-occupancy pathways. Call before traveling and confirm current walk-in hours, documents, and funding.
People and practical help
These listings connect Virginia Beach residents with housing, homelessness navigation, food, aging, health, benefits, transit, disposal, library access, peer support, and community resources. Ask about current availability, cost, scope, consent, and safety before relying on them.
The city hub connects residents to code enforcement, homeowner resources, repair and rehabilitation information, utility services, zoning, and neighborhood pathways. Confirm the right department before filing a complaint or starting a repair application.
Virginia Beach Human Services explains Medicaid eligibility, CommonHelp applications, local application locations, and non-emergency transportation questions. Ask what documents are required and whether the household should apply online, by phone, or in person.
Virginia Department of Social Services describes statewide benefit programs that can help with food, health care, child care, cash assistance, and energy costs. Confirm the right program, application channel, household information, and processing timeline.

Senior Services of Southeastern Virginia is the local aging-services gateway for Virginia Beach and nearby communities. Ask about home-delivered meals, caregiver help, transportation, benefits counseling, and in-home support options.
DARS explains that Area Agencies on Aging are the front door to many local aging services, including meals, transportation, caregiver support, home services, Medicare counseling, and ombudsman help. Use its local-agency finder when needs extend beyond a single program.
Hampton Roads Transit serves Virginia Beach and neighboring cities with public transportation and paratransit. Confirm the route, stop, fare, service alert, and accessibility conditions before planning a housing, food, medical, or support visit.
HRT publishes paratransit information for riders who cannot use regular fixed-route service because of a disability. Review eligibility and reservation requirements before assuming same-day or door-to-door availability.
Virginia Beach Public Library offers ten locations, internet-connected computers, Wi-Fi, printing, scanning, technology classes, and community information. It is not a crisis, housing, or cleanup service, but can be a practical place to connect with information and a welcoming community space.
The library describes public computers, wireless internet, printing, technology classes, tech help, and devices or tools available through the library. Confirm current hours, account requirements, printing costs, and accessibility before planning a visit.
The city explains curbside trash and recycling, bulky-item pickup through VB311, landfill and recycling-center locations, and proof-of-residency rules. Confirm accepted materials, pickup timing, fees, load limits, and hazardous-waste exclusions before setting items out or hauling.
VB Connect lets residents look up address-specific garbage and recycling information and submit service requests, including bulky-item collection. Confirm the request window, item rules, and whether the address receives city curbside service.
The Peer Tree is the private-pay pathway for organizing help, decluttering support, groups, family guidance, and practical next steps when a grant or public program is not the right fit. Ask about scope, cost, travel, consent, safety, and whether support is available in Virginia Beach or Hampton Roads.
Unburied, from The Peer Tree, offers a judgment-free digital pathway with peer support, groups, and tools for people directly affected and for friends or family supporters. It is not therapy, a crisis service, or a substitute for emergency help.
