First conversations
You do not need to know the perfect service name before reaching out. These organizations can help you understand the landscape and identify a next step.
Unison Health lists mental-health and substance-use treatment for children and adults, with no referral required and walk-in options at several Toledo-area locations. Ask about the appropriate level of care, insurance, wait time, and whether the concern belongs with outpatient care, crisis care, or emergency services.
Zepf Center provides mental-health, substance-use, primary-care, and crisis-care pathways in the Toledo area. Its published Crisis CARE line is available 24/7; ask what response fits the concern and whether mobile outreach, an intake, or another service is appropriate.
The county board describes the local system of care and connects residents with crisis services, mental-health treatment, and addiction treatment. It is a navigation and system-coordination pathway, not a cleanup service or a guarantee of immediate placement.
The City of Toledo lists food, WIC, senior home delivery, clothing, and personal-service resources and directs residents to 211 or text-to-211 for help choosing a current option. Confirm hours, transportation, household rules, and availability before traveling.
The International OCD Foundation directory can be searched for clinicians, support groups, organizers, and programs that indicate an interest in hoarding-related care. Ask about experience, licensure, fees, insurance, wait time, privacy, and whether home-based or telehealth work fits.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, survivor advocacy, shelter, code enforcement, public health, disability supports, or emergency dispatch.
Call 911 when there is immediate danger, fire, a medical emergency, violence, or a threat that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, counseling service, or cleanup provider.
Call or text 988 for confidential behavioral-health crisis support and connection to local services. It is not emergency dispatch, licensed therapy, or a cleanup service; call 911 for immediate danger, fire, or a medical emergency.
The Lucas County board and Zepf Center publish 419-904-2273 as the 24/7 Crisis CARE line. A trained professional can help assess the concern and identify a local response; call 911 for immediate medical danger or fire.
The YWCA publishes a 24/7 confidential domestic-violence support line for survivors and people helping them. Use the hotline rather than an online form when communication may be monitored by an abusive partner; this is survivor support, not general cleanup or housing navigation.
Bethany House directs people seeking immediate safe shelter to the YWCA Emergency Hotline for Shelter and Advocacy. Call the published hotline to discuss current safety options rather than assuming a bed or walk-in intake is available.
The city describes code compliance as a property-preservation and reuse pathway and directs residents to Engage Toledo for reports. A report may begin a municipal process but is not consent-based support or a guaranteed cleanup; ask about the least disruptive appropriate pathway.
The city's guide identifies common exterior and interior concerns such as accumulated junk, blocked walkways, unsafe stairs, broken windows, heating, plumbing, electrical, and smoke alarms. Use it to understand a concern before deciding whether to request inspection or seek a voluntary support pathway.
The Homelessness Board directs people experiencing a housing crisis to 211 and explains that United Way 211 manages access to shelter services. Use 211 for current placement and eligibility information rather than relying on an old shelter list.
The local health department lists environmental health programs including general inspections, nuisance control, lead prevention, solid and infectious waste, and property-improvement evaluations. Confirm the correct program, current hours, documentation, and whether an issue belongs with public health, code compliance, or emergency services.
Lucas County describes waiver services that can help eligible people remain at home with supportive services instead of entering a nursing home, hospital, or institution. Ask about assessment, eligibility, provider availability, and the difference between disability services and an emergency response.
People and practical help
These listings connect Toledo and Lucas County residents with housing, homelessness navigation, food, health, disability, transit, disposal, peer support, and community resources. Ask about current availability, cost, scope, consent, and safety before relying on them.
Lucas Metropolitan Housing describes affordable housing, public housing, Housing Choice Voucher, mixed-income, and market-rate options. Confirm which waiting lists are open, preferences, accessibility, required documents, and whether an application can be completed online or in person.
LMH describes its Family Self-Sufficiency program for voucher holders and public-housing residents in good standing who want support increasing earned income and reducing reliance on subsidies. Ask about current enrollment, the contract of participation, and individual plan requirements.
SeaGate Food Bank helps seniors, families, and veterans find local pantry support and distributes food through partner programs. Use its current help pathway to identify a nearby option and confirm hours, identification, household limits, and delivery or accessibility details.
The Toledo Northwestern Ohio Food Bank lists a current find-food pathway and a network of pantries, meal sites, and community organizations. Confirm the closest site, current schedule, transportation, and household requirements directly.
TARTA publishes routes, schedules, real-time updates, and service information for Toledo-area travel. Confirm the route, stop, fare, and service conditions before planning a housing, food, medical, or support visit.
TARTA Move is the authority's accessible paratransit option for riders whose disability affects use of fixed-route service. Review the current eligibility and reservation process before assuming same-day or door-to-door availability.
The Toledo-Lucas County Public Library offers branches, computers, Wi-Fi, information help, learning, and community programming. It is not a crisis, housing, or cleanup service, but can be a practical place to connect with information and a welcoming community space.
Lucas County Job and Family Services describes disability services that can include accommodations, vocational exploration, counseling, and employment-related coordination. Ask for the appropriate One-Stop contact and whether another county or state program fits the need.

Unburied, from The Peer Tree, offers a judgment-free digital pathway with peer support, groups, and tools for people directly affected and for friends or family supporters. It is not therapy, a crisis service, or a substitute for emergency help.
