Use Wisconsin 211 to identify current local resources for shelter, food, utilities, health care, mental health, substance use, benefits, and other needs. A referral is not a guarantee of an open bed, appointment, benefit, or service, so confirm directly.
Douglas County Human Services connects residents with mental health, adult protective services, alcohol and other drug abuse services, economic support, intake, youth and family programs, and disability pathways. Ask which division fits and what eligibility, cost, or documentation applies.
Wisconsin DHS lists Douglas County crisis numbers as 715-392-8216 and 715-395-2259. Call to discuss a behavioral-health or substance-use crisis and ask which number or response applies; call 911 for immediate danger.
The Douglas County Aging and Disability Resource Center helps older adults, people with disabilities, caregivers, families, and supporters understand benefits, long-term care, housing, transportation, nutrition, and support options. Walk-in hours are limited; call for an appointment when needed.
NAMI Lake Superior South Shore offers peer and family programs for the Twin Ports and surrounding counties. Ask about current support groups, education, and virtual options, and confirm that a program is a fit before relying on it for ongoing support.
Wisconsin DHS identifies Human Development Center programs in Superior for mental-health emergency services and a Community Support Program. Ask about current intake, clinical scope, payment or coverage, wait time, and whether a community-support referral is appropriate.
Lake Superior Community Health Center offers medical, behavioral-health, substance-use, dental, and other community-health services in Superior. Its published materials describe sliding-fee access; ask about current services, coverage, intake, and whether the concern belongs in primary or behavioral health.

These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, protective services, shelter, housing rules, legal advocacy, or emergency dispatch.

Wisconsin DHS lists Douglas County Adult Protective Services through Douglas County Human Services at 715-395-1304 during business hours. A clutter or fire concern may require a broader safety plan; it is not by itself proof of abuse. Call 911 for a life-threatening emergency.

City of Superior housing materials identify Solid Rock Safe Haven as a shelter for men that includes meals and help with employment and permanent housing. Confirm current intake, length of stay, accessibility, belongings rules, and capacity before traveling.
The Superior Housing Authority provides public housing and Housing Choice Vouchers for qualified income-eligible households. Its current site says all waitlists were accepting applications as of July 2, 2026; confirm current status, documentation, accommodations, and application steps directly.
The City of Superior lists Douglas County Health and Human Services as the local contact for WHEAP energy and utility assistance. Ask about current seasonal applications, crisis eligibility, required documents, and whether a shutoff or heating failure requires an emergency response.
For a non-emergency public-safety question or to ask which local response fits, the City of Superior lists the police department at 715-395-7234. Do not use a non-emergency line for an active fire, medical emergency, violence, or immediate threat.
People and practical help
These listings connect Superior and Douglas County with housing, homelessness navigation, food, behavioral health, benefits, transit, legal help, peer support, disposal, and community resources. Ask about current availability, cost, scope, consent, and safety before relying on them.
Douglas County Human Services includes economic support among its programs. Ask about FoodShare, BadgerCare Plus, Medicaid, utility assistance, application documents, language access, disability accommodations, and current intake hours.
FoodShare is Wisconsin's SNAP program and can help eligible households buy food. Apply through ACCESS or the county route, complete the required interview, and ask about language or disability accommodations if needed.
The City of Superior reported in July 2026 that NWCSA expanded pantry hours at 1118 Tower Avenue to Tuesdays from 1:00 to 5:00 p.m. and Thursdays from 9:00 to 11:30 a.m. Confirm current hours, household limits, identification, accessibility, and availability before traveling.

DTA lists routes connecting Superior with Duluth and describes accessible bus service. Check current routes, fares, schedules, and weather or detour alerts before traveling to a shelter, pantry, clinic, or housing office; this is planned transportation, not emergency transport.

Brightwater Health identifies Project Reach Out at 1500 North 34th Street as a youth drop-in center for ages 12 to 21, with laundry, showers, snacks, a free store, and peer-support-oriented activities. Confirm current hours and participation rules.
Vivent Health's Superior location lists behavioral health, case management, food and nutrition, housing assistance, legal assistance, insurance support, and harm reduction. Ask about current service scope, privacy, eligibility, and appointment access.
Legal Action of Wisconsin may help eligible residents with eviction, housing conditions, utilities, public benefits, and related civil issues. Use its intake process to confirm whether the concern fits current service-area and priority rules.

The City of Superior provides landfill and food-waste drop-site information for disposal planning. Confirm accepted materials, hours, fees, bagging rules, and whether a load requires a separate transfer or hauling arrangement; this is a practical disposal route, not a hoarding intervention.
The Peer Tree is the private-pay pathway for organizing help, decluttering support, groups, family guidance, and practical next steps when a grant or public program is not the right fit. Ask about scope, cost, travel, consent, and safety in Superior or across Wisconsin.
