You do not need to know the perfect service name before reaching out. These organizations can help you understand the landscape and identify a next step.
Use Wisconsin 211 to identify current local resources for shelter, food, utilities, health care, mental health, substance use, benefits, and other needs. A referral is not a guarantee of an open bed, appointment, benefit, or service, so confirm directly.
Sheboygan County Health and Human Services connects residents with behavioral health, adult and disability services, economic support, protective services, and other public pathways. Ask which division fits the concern and what eligibility or documentation applies.
The county behavioral-health division provides access to mental-health and AODA services and supports people to remain or become self-sufficient in the community. Ask about current intake, payment, insurance, and the appropriate level of care.
The Aging and Disability Resource Center helps older adults, adults with disabilities, caregivers, and families understand benefits, long-term-care options, transportation, housing, and support services. Ask for the right pathway based on age, disability, consent, and safety needs.
NAMI Wisconsin's Sheboygan resource page notes there is not currently a local NAMI affiliate and points residents to county crisis services, virtual NAMI programs, and the NAMI HelpLine. These are support and navigation pathways, not emergency dispatch or hoarding-specific care.
The International OCD Foundation directory can be searched for clinicians, support groups, organizers, and programs that indicate an interest in hoarding-related care. Listings are not endorsements. Ask about current experience, licensure, fees, insurance, wait time, privacy, and whether home-based or telehealth work fits.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, protective services, shelter, housing rules, legal advocacy, or emergency dispatch.
Call 911 for a fire, medical emergency, violence, immediate threat, or dangerous condition that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, counseling service, or cleanup provider.
Call or text 988, or use online chat, for emotional distress, suicidal thoughts, mental-health or substance-use crisis, or concern about a loved one. Call 911 for immediate danger.
Sheboygan County and NAMI Wisconsin identify 920-459-3151 as the county crisis-services contact. Call for behavioral-health crisis support and referrals, and call 911 when a person is in immediate danger or needs emergency medical care.
Adult Protective Services investigates abuse and neglect of vulnerable adults and older adults, including fire and safety hazards, self-neglect, and financial exploitation. A capable adult's choices and privacy remain important; call 911 for an emergency.
Wisconsin DHS explains how to report suspected abuse, neglect, self-neglect, or financial exploitation to the county where the adult at risk lives. Call 911 when the situation is life-threatening or immediately dangerous.
The City of Sheboygan Victim Services Program supports adults affected by domestic violence, sexual assault, human trafficking, homicide, or physical assault. It can help with safety planning, emotional support, paperwork, and referrals; call 911 for immediate danger.
Safe Harbor provides emergency shelter, food, clothing, safety support, case management, legal assistance, counseling, and referrals for survivors of domestic violence and their children. Use the confidential crisis line; call 911 for immediate danger.
The Sheboygan County Warming Center provides temporary shelter, meals, and connection for adults without safe overnight shelter. Its current site says the warming center reopens November 1, 2026; confirm current hours, openings, and service scope before traveling.
County housing resources identify Salvation Army programs as a local emergency lodging and assistance pathway. Confirm which office serves the address, current funding, eligibility, hours, and whether an appointment is required; it is not a guaranteed placement.
The Sheboygan Housing Authority manages low- and moderate-income apartments and a Section 8 Housing Choice Voucher program. Applicants are placed on waiting lists; confirm current openings, income limits, reasonable accommodations, and application steps directly.
The City of Sheboygan and county resource materials identify housing authorities, Safe Harbor, warming-center, Salvation Army, Lakeshore CAP, legal, and other housing-stability pathways. Use the directory to identify a route, then confirm current availability and fit directly.
People and practical help

Economic Support helps residents apply for FoodShare, BadgerCare, Medicaid, and related programs. The county lists online, phone, mail, fax, and in-person application routes; confirm current eligibility, documents, and processing rules.
Lakeshore CAP serves low- and moderate-income people and families in Sheboygan County and lists housing, rental, energy, food, and community-action programs. Confirm current funding, county service area, documents, and whether a specific program is open.

Metro Connection provides ADA paratransit for people who cannot use accessible fixed-route Shoreline Metro service. Certification is required, trips must be reserved, and service area and fare rules apply; it is planned transportation, not emergency medical transport.
