Marion County Adult Behavioral Health serves adults with serious mental-health concerns and lists assessment, treatment planning, therapy, medication support, daily-living skills training, case management, and care coordination. Ask which current service fits and what intake rules apply. This is clinical care, not cleanup or organizing support.
Marion County's Behavioral Health Crisis Center provides crisis intervention, telephone triage, assessment, referrals, and connections to community services. The county also describes Community Response and Mobile Crisis teams. Use it for a behavioral-health crisis, not as a cleanup or housing-placement service; call 911 for immediate danger.
Marion County HARP describes housing navigation, housing subsidies, case management, care coordination, and peer support for adults and families affected by serious mental illness, substance-use disorder, or intellectual and developmental disabilities. Ask about current referrals, eligibility, waitlists, and what support can address the housing concern.
Salem Housing Authority offers public, affordable, and voucher-related housing pathways for Salem and Keizer. Waitlists and openings change; the agency currently reports that the federal public-housing waiting list closed May 1, 2026. Confirm current lists, applicant-portal requirements, reasonable accommodations, and any notice deadline directly.
The International OCD Foundation directory can be searched by Salem, ZIP code, or full address for clinicians and programs that indicate an interest in OCD or hoarding-related care. IOCDF says it does not endorse listed providers. Ask about current hoarding-disorder experience, licensure, insurance, fees, wait time, privacy, and whether home-based or telehealth work fits.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve protective services, housing screening, crisis response, shelter, code compliance, or emergency assistance.
Call 911 when there is immediate danger, fire, a medical emergency, violence, or a threat that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, behavioral-health counseling service, or cleanup provider. When the situation is not immediately dangerous, begin with support, care, or navigation.
Call or text 988 for emotional distress, a mental-health or substance-use crisis, or concern about someone else. 988 is not a cleanup provider and does not guarantee an in-home response. Call 911 for immediate danger, fire, violence, or a medical emergency.
Marion County's Community Response Team provides crisis intervention, safety planning, voluntary transport when appropriate, resources, referrals, and follow-up connections. A person, family member, 988, service provider, or first responder may call. This is crisis support, not a cleanup or organizing service.
The county lists MCRT for emergent behavioral-health crises involving possible harm to self or others, aggression, family conflict, or repeated crisis calls. It is available Monday through Thursday during listed daytime hours and can also be reached through 911. Ask what response is safest; it is not cleanup or housing placement.
Oregon ODHS directs people to its SAFEline when an older person or vulnerable adult may be abused, neglected, self-neglected, or financially exploited. Use APS for a genuine protection concern, not as a general cleanup referral. Reports may be confidential or anonymous; call 911 for immediate danger.
The City of Salem lists temporary shelter, warming centers, safe-vehicle parking, local shelter providers, and ARCHES housing assessment. These are time-sensitive pathways, not a guarantee of shelter or housing. Confirm current location, intake hours, belongings rules, transportation, and whether a referral is required.
The City identifies ARCHES as a Salem day-use and self-support center and a local service-assessment access point for people experiencing homelessness. Confirm current hours, transportation, documents, belongings guidance, and available housing navigation. It is not an Alliance or Fight the Blight provider and does not guarantee housing or cleanup.
Salem's housing-and-shelter hub explains affordable housing, the Salem Housing Authority, shelter access, safe parking, and homelessness-response work. Use it to understand local routes before calling a specific program. It is navigation, not a guarantee of immediate placement or financial assistance.
Salem Code Compliance investigates reports involving property maintenance, solid waste and junk abatement, public nuisances, health hazards, and related safety issues. The City currently describes a temporary lien-forgiveness program for owners who correct qualifying nuisances. This is regulatory, not voluntary peer support or emergency dispatch.
Salem's REACH team includes fire-medical staff and a Marion County mental-health professional and connects people in crisis with health, substance-use, and social resources. It is not a cleanup provider or a substitute for 911 when there is immediate danger. Confirm the current access route and response scope.
The City of Salem lists Northwest Human Services as a 24/7 crisis and information hotline for people who need support or connection to local services. It is an independent nonprofit lead, not an Alliance or Fight the Blight provider. Call 911 for immediate danger and ask what current services and referrals are available.
People and practical help
These listings offer connections for care, education, housing, benefits, utilities, aging, food, organizing, or disposal. They are independent organizations; ask about current availability, cost, scope, consent, and safety before relying on them.
Marion Polk Food Share publishes current food-assistance guides and connects residents with pantries, mobile distributions, and meal programs. Food support can reduce immediate household pressure while housing, safety, care, and practical steps are planned. Confirm the current site, hours, transportation, and eligibility before traveling.
Mid-Willamette Valley Community Action lists Oregon energy assistance and rate-relief pathways, including help with electric, water, and garbage costs for qualifying households. Utility support can stabilize a home while safety and support steps are planned, but it is not hoarding-cleanup funding. Confirm current intake and documents.
The City of Salem maintains a practical list of food, meals, shelter, health, and household-help leads, including Marion Polk Food Share, Meals on Wheels, ARCHES, and Oregon benefit programs. Use it as a starting map, not proof that a service is open, free, or appropriate today. Confirm details directly.

Unburied, from The Peer Tree, is a judgment-free digital peer-support pathway for people affected by hoarding and clutter concerns and for friends and family. It can offer ongoing connection, tools, and momentum from Salem or anywhere else. It is not therapy, clinical care, or emergency support.
