You do not need to know the perfect service name before reaching out. These organizations can help you understand the landscape and identify a next step.
Use Wisconsin 211 to identify current local resources for shelter, food, utilities, health care, mental health, substance use, benefits, and other needs. A referral is not a guarantee of an open bed, appointment, benefit, or service, so confirm directly.
Winnebago County Human Services provides public pathways for mental health, substance use, adult protective services, child safety, disability, benefits, and other needs. The county directory lists separate contacts; ask which division fits the concern and what eligibility applies.
The county Mental Health Clinic provides outpatient behavioral-health services through its Oshkosh office and lists a 24/7 crisis hotline. Ask about current intake, insurance or payment, clinical scope, and whether the service fits the situation.
The ADRC helps older adults, adults with disabilities, caregivers, and families understand benefits, long-term-care options, transportation, housing, and support services. Ask for the right pathway based on age, disability, consent, and safety needs.
NAMI Oshkosh offers free and accessible support, education, advocacy, peer-driven education, and resource referrals for people affected by mental illness and their families. Its groups are not therapy, emergency response, or hoarding-specific care; confirm current schedule and fit.
The International OCD Foundation directory can be searched for clinicians, support groups, organizers, and programs that indicate an interest in hoarding-related care. Listings are not endorsements. Ask about current experience, licensure, fees, insurance, wait time, privacy, and whether home-based or telehealth work fits.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, protective services, shelter, housing rules, coordinated entry, or emergency dispatch.
Call 911 for a fire, medical emergency, violence, immediate threat, or dangerous condition that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, counseling service, or cleanup provider.
Call or text 988, or use online chat, for emotional distress, suicidal thoughts, mental-health or substance-use crisis, or concern about a loved one. Call 911 for immediate danger.
Winnebago County lists 920-233-7707 for crisis intervention and help in Oshkosh. Crisis staff can help with behavioral-health concerns and referrals; this is not emergency dispatch, a cleanup provider, or a guarantee of placement.
Winnebago County lists the Wisconsin Statewide Crisis Line as an additional crisis pathway. Confirm current routing and use 911 for immediate danger or an emergency medical response.
Winnebago County identifies Adult Protective Services for concerns involving an older adult or adult at risk, including abuse, neglect, self-neglect, and exploitation. A capable adult's choices and privacy remain important; call 911 for an emergency.
Wisconsin DHS explains how to report suspected abuse, neglect, self-neglect, or financial exploitation to the county where the adult at risk lives. Call 911 when the situation is life-threatening or immediately dangerous.
Winnebago County lists dedicated contacts for child-abuse and neglect reporting. Use this pathway for child-safety concerns and call 911 for an immediate threat; it is not a general hoarding-support service.
The City of Oshkosh identifies Christine Ann Domestic Abuse Services as a local shelter and support pathway. Use confidential intake for domestic-violence concerns and call 911 for immediate danger; shelter access and eligibility are not guaranteed.
The City of Oshkosh identifies Day by Day Warming Shelter as a local homelessness resource. Confirm whether it is open, who it serves, and what to bring before traveling; it is not a permanent housing placement or emergency-dispatch substitute.
The City of Oshkosh identifies ADVOCAP as a local homeless-assistance provider. Ask about current prevention, housing, coordinated-entry, and supportive-service options; programs are not guaranteed and may have household and funding rules.
The Housing Authority offers affordable rental housing and Housing Choice Voucher assistance. Its current application page says it does not operate emergency or immediate rental housing programs and that waiting-list status can change, so check directly before relying on this route.
The Housing Authority explains that its Housing Choice Voucher program accepts applications on an ongoing basis with applicants selected through a lottery. A voucher is not an immediate housing placement; confirm current openings, income rules, and the application process.
The City of Oshkosh publishes housing loans and incentives for income-qualified households and home-improvement needs. The 2026 application window listed on the city page was April 1 through April 30, so confirm whether a current or next cycle is available.
People and practical help
These listings connect Oshkosh and Winnebago County with housing, homelessness navigation, food, behavioral health, benefits, transit, legal help, peer support, and community resources. Ask about current availability, cost, scope, consent, and safety before relying on them.
GO Transit provides accessible fixed-route and paratransit services, including GO Plus, Senior Dial-A-Ride, Access to Jobs, and GO Connect. Check current routes, hours, reservations, fares, and rider eligibility; these are planned rides, not emergency transportation.

ADVOCAP administers TEFAP food through partner pantries, shelters, and meal sites, including Oshkosh locations. Contact the pantry nearest the household to confirm hours, eligibility, accessibility, and current food availability; ADVOCAP offices are not pantries.
The Oshkosh Area Community Pantry provides food assistance and publishes a current get-help pathway. Confirm registration, hours, documentation, accessibility, and whether current demand changes the process before traveling.

Wisconsin's Home Energy Plus programs can help eligible households with heating, electric, and energy-crisis costs. Confirm the current application window, local agency, required documents, and whether a shutoff or crisis changes the intake path.
Partnership Community Health Center lists an Oshkosh dental and primary-care location and describes affordable medical, dental, integrated behavioral health, and insurance-enrollment assistance. Confirm current appointments, fees, and service scope.
Winnebago County identifies Oshkosh Counseling Center as a local mental-health provider. Ask about current clinicians, fees, insurance, wait time, telehealth, and whether the service fits; it is not emergency response or hoarding-specific support unless confirmed directly.
Clarity Care serves adults with physical, cognitive, and memory impairments through support with daily living and social, recreational, and health activities. Ask about current eligibility, funding, caregiver involvement, and the level of support available.
Legal Action of Wisconsin provides civil legal help to eligible low-income residents. Ask about eviction, housing conditions, benefits, discrimination, debt, or other civil matters and confirm current intake priorities before relying on representation.
Wisconsin Housing Search helps residents look for available rental housing and housing resources. Listings are not a guarantee that a unit is open, affordable, accessible, or a fit, so confirm directly with the property and ask about reasonable accommodations.
The Peer Tree is the private-pay pathway for organizing help, decluttering support, groups, family guidance, and practical next steps when a grant or public program is not the right fit. Ask about scope, cost, travel, consent, and safety in Oshkosh or the Fox Valley.
