Start here - Fight the Blight
Fight the Blight is the nonprofit front door and offers virtual peer-support groups; ask about current fit and capacity from New Cumberland or elsewhere. The Peer Tree is a separate private-pay pathway; confirm scope, service area, availability, and fees. Unburied is a digital peer-support pathway, not therapy or emergency support. Local listings are independent options, not endorsements; confirm access, eligibility, cost, and fit directly.
For immediate danger, fire, rescue, or urgent medical response, call 911. For emotional distress or a behavioral-health crisis, call or text 988, or call Help4WV. If it is safe, contact the National Domestic Violence Hotline for confidential support. West Virginia DoHS accepts reports of suspected child or vulnerable-adult abuse or neglect around the clock. Routine offices and referrals are not emergency dispatch.

You do not need to know the perfect service name before reaching out. These organizations can help you understand the landscape and identify a next step.
A separate private-pay pathway for hoarding-related support. Ask directly about scope, location, availability, travel, and current fees before making plans. This is distinct from Fight the Blight's nonprofit programming and is not emergency care.
Unburied is a digital peer-support pathway for people affected by hoarding and clutter concerns and for friends and family. It supports connection and ongoing peer support, not therapy, emergency response, or local case management.
WV 211 can help look for current food, housing, utility, transportation, health, and family-service options in Hancock County. Call 211 or 1-833-848-9905, or text a ZIP code to 898-211; carrier text or data charges may apply. Local openings and eligibility vary; the referral line does not guarantee assistance and is not emergency dispatch.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, protective services, shelter, housing rules, legal advocacy, or emergency dispatch.
Call 911 for immediate danger, fire, rescue, or urgent medical response. City and county administrative numbers are not dispatch. If safe, explain what response would help and any access or mobility concerns.
Call or text 988, or use online chat, for emotional distress or a behavioral-health crisis. WV988 describes the service as free, confidential, and available around the clock. It is not fire, medical, or law-enforcement dispatch; call 911 for immediate danger or urgent medical response.
Help4WV offers call, text, and chat support at 1-844-435-7498, 24 hours a day. The service can help connect people with behavioral-health and substance-use resources. Email is not monitored around the clock, and the line is not a substitute for 911 when someone faces immediate danger or needs urgent medical response.
HealthWays lists an after-hours crisis line at 304-723-HELP (4357), with 304-723-6593 also shown on its contact page. It serves Hancock, Brooke, and Ohio counties. If the line does not connect or the situation is immediately dangerous, call 911; 988 and Help4WV are other statewide options.
West Virginia DoHS lists 1-800-352-6513 for reports of suspected child or vulnerable-adult abuse or neglect, 24 hours a day. Reporting is not the same as emergency dispatch and does not guarantee a particular outcome. Call 911 if someone is in immediate danger.
If it is safe to reach out, call 1-800-799-SAFE (7233), text START to 88788, or use online chat to discuss relationship abuse and safety options. This national resource is not local emergency dispatch; call 911 for immediate danger. Consider whether a shared device or account is safe to use.
People and practical help
These listings connect the local community with housing, food, behavioral health, benefits, transit, survivor advocacy, disability support, peer support, and practical resources. Ask about current availability, cost, scope, consent, and safety before relying on them.
The department is at 850 North Chester Street, New Cumberland, and lists health education, immunizations, testing, environmental health, and other public-health services. Call 304-564-3343 before visiting to confirm the service, appointment, and any fee. The department lists WIC, but current state clinic pages show conflicting Hancock appointment locations; call first rather than relying on an unconfirmed address.
HealthWays lists counseling, group and family services, child and adolescent care, psychiatric evaluation, medication management, substance-use services, and IDD programs. Its main office is at 501 Colliers Way, Weirton; call 304-723-5440 to ask about fit, scheduling, coverage, and cost. The provider publishes a separate after-hours crisis line; call 911 for immediate danger.
WVU Medicine lists the emergency department at 601 Colliers Way, Weirton, phone 304-797-6100. The department provides emergency medicine. Hospital care is not a substitute for calling 911 when dispatch or transport is needed; ask the hospital about insurance, financial assistance, and charges when appropriate.
The West Virginia Department of Human Services lists Medicaid, WVCHIP, SNAP, LIEAP, TANF, emergency assistance, protective services, and other programs through its Hancock County office at 100 Municipal Plaza, Suite 600, Weirton. Call 304-794-3060 to verify the right program, current office arrangements, documents, and eligibility. Call 911 for immediate danger.
WV PATH is the state's online entry point for benefit applications and account access, including food and medical-assistance programs. Applications are reviewed under each program's rules and timeframes; an online submission is not approval or immediate emergency assistance. Call the Hancock County DoHS office if help is needed with local access.
West Virginia's Bureau for Medical Services says Modivcare arranges non-ambulance transportation for eligible Medicaid and WVCHIP members traveling to covered services. The state lists 1-844-549-8353; routine trips generally need five business days' notice. Confirm eligibility and scheduling directly. For an emergency or ambulance, call 911.
The state program describes personal-attendant and other community supports for people who meet Medicaid and program requirements. Use the state site to review application and provider steps; enrollment, assessment, availability, and covered services must be confirmed. This is not a rapid-response or emergency home-care service.
Hancock County Senior Services describes Lighthouse help for eligible residents age 60 or older, a dementia-related caregiver respite program, and VA-authorized services for qualifying veterans. It says a nurse assessment is required for Lighthouse and financial eligibility uses a sliding scale; the page lists private-pay personal care at $20 per hour. Call 304-564-3801 to confirm current criteria, fees, staffing, and availability. These services are scheduled support, not emergency response.
The provider lists its fitness center at 647 Gas Valley Road, New Cumberland, and says it is no-cost for Hancock County residents age 60 and older. Classes, access, and schedules can change; call 304-564-3801 before visiting. This is a wellness program, not medical care or emergency response.
BHFRN lists family support, parent education, food-security work, prevention, disability-inclusion, and other community programs. Its main office is at 1300 Potomac Street, Suite C, Weirton; call 304-748-7850 to ask which Hancock County service fits and whether an appointment is needed. Program hours, availability, and eligibility differ.
The state and BHFRN describe voluntary family support programs, and BHFRN lists food, hygiene, and cleaning pantries. Its Hancock center address is 600 Indiana Avenue, Room 312, Chester, and the contact page says visits are by appointment. Call 304-748-7850 first to confirm current pantry days, access, and stock before traveling from New Cumberland.
BHFRN lists a Northern Panhandle Coordinated Entry program and a Coordinated Entry Specialist. Call the network to confirm the current intake route for a Hancock County resident, eligibility, hours, and available placements. This is a housing-navigation lead, not an emergency shelter guarantee; use WV 211 for current referrals and 911 for immediate danger.
HUD's West Virginia page directs people at risk of homelessness to 211 and local housing providers and includes resources for seniors and veterans. HUD does not itself place people into housing or provide crisis response. Ask WV 211 about current Hancock County providers, availability, and eligibility; do not assume a waitlist is open.
Legal Aid of West Virginia accepts applications online or by phone at 866-255-4370 for select civil issues such as housing, benefits, and family matters. The organization says its services are free, though some court fees may still apply. Intake does not guarantee representation; confirm that the matter and applicant qualify. For a legal emergency, also check hearing deadlines and court instructions directly.
The City lists City Hall at 204 North River Avenue, New Cumberland, phone 304-564-3383, with weekday public hours posted on its site. The site links to municipal agencies and utility payments. Confirm the correct department, current hours, account requirements, and any fees before making a trip. Call 911 for emergencies.
Hancock County's official site links to county departments including the clerk, commission, assessor, sheriff, health department, and solid-waste authority. Use the directory to identify the right office, then confirm current hours and requirements directly. It is an administrative directory, not a crisis-response service.
The West Virginia Judiciary confirms the Hancock County seat and lists the courthouse at 102 Court Street, New Cumberland. The county's circuit clerk and magistrate contacts are published on the same page. Court staff can explain procedure and records access but cannot act as a person's lawyer; contact Legal Aid WV for possible civil legal assistance.
The county's Solid Waste Authority lists a center at 832 Gas Valley Road, New Cumberland, phone 304-459-3269. Its site says Hancock residents need photo ID and a current paid trash-collection receipt; acceptable materials, quantities, hours, and any donation vary. It excludes household garbage and large or multiple loads, and its roll-off is not a cleanout or hauling service. Call before transporting items.
Before moving items, review the Authority's rules. Its published list excludes food and household garbage, hazardous materials that are not properly accepted as household quantities, contractors, businesses, dump trucks, oversized trailers, and multiple large loads. The attendant decides what can be accepted; call 304-459-3269 to confirm the material, preparation, and current availability.
WVU Extension lists its Hancock County office at 104 North Court Street, Suite 203, New Cumberland, phone 304-564-3805. Programs cover areas including family and community development, food and nutrition, health, home gardening, agriculture, and 4-H. Ask about current programs, registration, and cost; it is an educational service, not health care or benefits eligibility advice.
The West Virginia Library Commission lists Swaney Memorial Library at 210 South Court Street, New Cumberland, phone 304-564-3471, with a link to the library's website. Confirm current hours, card eligibility, public-computer access, and available services before visiting.
The Bureau for Family Assistance explains that Family Support Centers provide voluntary parenting, education, connection, and referral options for families with children and pregnant families. Use its current county directory to confirm the Hancock center, address, contact, and appointment requirements before traveling.
HUD's West Virginia resource page points older adults to the state Bureau of Senior Services and Aging and Disability Resource Center for local information. Ask about current Hancock County providers, eligibility, and wait times; a referral is not approval or an immediate service appointment.

Use it as a cross-check for municipal contacts and confirm details with City Hall before relying on them; do not use administrative contacts for emergencies.
HUD's West Virginia page links to housing counseling and renter, homeowner, and homelessness resources. Counselors and programs set their own availability and fees. For immediate local shelter and basic-needs referrals, contact WV 211; for legal questions, apply to Legal Aid WV if eligible.

The department does not replace emergency services or a qualified private contractor.
