First conversations
You do not need to know the perfect service name before reaching out. These organizations can help you identify a next step.
Catholic Charities describes a team-based program with a case manager, home coach, and therapist. Its process can include a home assessment, safety screening, practical action planning, a hoarding support group, and a group for friends and family. Ask about current service area, intake, cost, and availability.
The Task Force publishes a local resource list that includes aging and disability navigation, legal help, housing and code contacts, health resources, and practical providers. It states that the list is not an endorsement. Use it as a map, and confirm every organization, phone number, cost, and current intake directly.
Milwaukee County identifies IMPACT 211 as a central, no-cost way to find supportive services when you are unsure who to call. The county says callers can use 2-1-1, and the resource center can help with housing, food, health, transportation, caregiving, and other needs. Ask for a hoarding-informed or housing-stability referral when relevant.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve an investigation, enforcement, or emergency dispatch.
Adult Protective Services investigates reports involving abuse, neglect, self-neglect, or exploitation of adults with disabilities and older adults. Milwaukee County’s materials identify unsafe or unsanitary housing as a possible sign of self-neglect. This is a protective-services pathway, not a routine decluttering service; for immediate danger call 911.
Milwaukee County provides a 24-hour crisis line and mobile crisis response for behavioral-health emergencies. Call or text 988 for the national crisis line, or call the county crisis line for local guidance. This is not a hoarding-specific service; call 911 for immediate danger, fire, urgent rescue, or a medical emergency.
The County’s current EMS protocol documents a coordinated response to hoarding-related medical calls, including provider safety, visual assessment, referrals to municipal services, landlord communication when appropriate, emergency shelter pathways, and Adult Protective Services when self-neglect is indicated. This is operational guidance—not a public intake program or treatment service.
The Department of Neighborhood Services handles building, zoning, fire, environmental, and property-maintenance code concerns. Use this pathway for an unsafe or unmaintained property when an inspection or enforcement response may be needed. It is a government enforcement route, not a support group or cleanup service.
Milwaukee County Housing Services provides information about home repair, housing assistance, supportive housing, street outreach, and housing stability. Programs have different geographic, income, ownership, and referral rules; call 211 or the relevant program line to confirm the path that fits.
The Coalition’s current resource guide directs people facing housing instability to 211 for shelter and housing connections. Milwaukee County Housing Division leads coordinated entry. Use this when clutter, eviction, displacement, or unsafe conditions are connected to a risk of homelessness; eligibility and placement are not guaranteed.
Milwaukee County identifies SeniorLAW as a free legal-services pathway for eligible residents age 60 and older, including questions involving housing, public benefits, medical assistance, and consumer protection. Confirm age, income, issue, and current intake requirements before relying on the service.
People and practical help
These listings are included because they offer a specific local or regionally useful connection. They are independent organizations; ask about current availability, cost, and approach.
The County’s resource center offers a no-wrong-door starting point for older adults, adults with disabilities, and caregivers. It can help connect people to benefits, meals, transportation, caregiver support, counseling, housing, and other community services. Availability and eligibility vary by program.
Community Advocates is listed by the Milwaukee Housing Resource Center as a pathway for tenant-landlord problems, repairs, eviction prevention, rent assistance, energy assistance, and outreach for people experiencing homelessness. Confirm current program eligibility and intake before relying on the listing.
A private provider that advertises hoarding cleanup, sorting-sensitive cleanup planning, debris removal, and related restoration work in the Milwaukee area. The provider states that plans can be tailored to the person and property. Ask about rates, minimums, safety scope, disposal, privacy, and how the resident participates in decisions; Fight the Blight does not endorse this provider.
A private cleanup provider that advertises hoarding cleanup and related specialty cleaning in the Milwaukee area. This is a paid practical-service pathway, not therapy, crisis care, or a substitute for a people-first support plan. Ask about cost, scope, disposal, privacy, and whether the person living there will be included in decisions.
The Peer Tree is the private-pay pathway for situations that need organizing, sorting, decluttering, deep cleaning, or support for friends and family beyond grant-funded options. Ask directly about current service area, scope, availability, and cost.
Unburied is a judgment-free digital peer-support pathway for people affected by hoarding and clutter, including friends and family. It is not therapy or emergency support, but it can offer connection, tools, and ongoing momentum from home.
