Kenosha County Human Services coordinates a broad network for children, families, older adults, people with disabilities, mental-health or substance-use needs, and veterans. Ask which division fits the concern and what eligibility or documentation applies.
Kenosha County provides a 24/7 local crisis line through Kenosha Human Development Services. Call for crisis intervention, phone counseling, or a face-to-face intervention when appropriate; call 911 for immediate danger.
The county's community-resource directory gathers current contacts for crisis intervention, Shalom Center, Women and Children's Horizons, the Housing Authority, transportation, food, and other basic-needs pathways. Confirm availability and intake with each provider.
The Kenosha Community Health Center's 22nd Avenue clinic offers medical, dental, behavioral-health, case-management, and laboratory services. The clinic also helps with public-benefit and insurance applications; ask about current appointments, insurance, and sliding-fee eligibility.
Kenosha County Public Health provides public-health and environmental-health programs, including lead, radon, food, and other safety information. Ask which program can address a current housing or health concern; this is not an emergency cleanup service.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve crisis care, protective services, shelter, housing rules, code compliance, or emergency dispatch.
Call 911 for a fire, medical emergency, violence, immediate threat, or dangerous condition that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, counseling service, or cleanup provider.
Call or text 988, or use online chat, for emotional distress, suicidal thoughts, mental-health or substance-use crisis, or concern about a loved one. Call 911 for immediate danger.
Kenosha County directs people in crisis to a live local crisis line through Kenosha Human Development Services. Staff can provide phone counseling and may provide face-to-face intervention; this is not a housing or cleanup service.
The KARE Center provides short-term stabilization for mental-health and substance-use crises and offers social detox support. It is accessed through crisis intervention and is not an emergency shelter, ongoing therapy, or cleanup provider.
Kenosha County APS can assess suspected abuse, neglect, self-neglect, or financial exploitation and offer options when the person accepts help. A competent adult may decline assistance; call 911 for an emergency.
Wisconsin DHS explains how to report suspected abuse, neglect, self-neglect, or financial exploitation to the county where the adult at risk lives. Call 911 when the situation is life-threatening or immediately dangerous.
Kenosha County Child Protective Services provides centralized intake for child-abuse, neglect, and child-welfare referrals. Use 911 for immediate danger and do not use this pathway as a substitute for crisis support for adults.
Shalom Center serves families and individuals who need shelter and describes itself as Kenosha County's only homeless shelter. Call before traveling to ask about current bed availability, household eligibility, and intake.
Kenosha Welcome Center offers coordinated-entry intake for housing assistance and basic-needs support. Its food pantry currently requires ID and proof of address; some services may be temporarily unavailable during relocation, so confirm first.
Women and Children's Horizons provides support, shelter, education, training, and healing services for victims and survivors of domestic and sexual violence and their families. Use the crisis line for confidential safety planning; call 911 for immediate danger.
The current city code includes health, fair-housing, vacant-building, and bulky-solid-waste provisions. Reviewing the code can help clarify a municipal concern, but a code pathway is not a promise of consent-based support or cleanup.

Kenosha County lists paratransit and other transportation services for people who cannot use fixed-route buses, older adults, people with disabilities, and residents in western Kenosha County. Confirm the current provider, service area, eligibility, reservation window, and fare.
Kenosha Area Transit provides public bus service and accessibility resources in the city. Check current routes, reduced-fare requirements, paratransit application steps, and service alerts before planning a trip to a clinic, shelter, pantry, or housing appointment.
The Kenosha County Food Bank lists partner pantries and meal programs, including Kenosha Welcome Center, Shalom Center, and Salvation Army. Confirm which site is open, what documents are needed, and how often a household may receive food.
