You do not need to know the perfect service name before reaching out. These organizations can help you understand the landscape and identify a next step.
Kentucky 211 is a free, confidential, 24/7 information and referral service for food, shelter, rent, utilities, healthcare, counseling, transportation, senior services, and crisis intervention. Ask for Franklin County options and confirm eligibility, capacity, hours, and referral requirements directly.
New Vista lists a Franklin County location at 191 Doctors Drive in Frankfort, with mental-health, substance-use, primary-care, developmental-disability, and crisis services. Ask whether the current team serves hoarding-related concerns and what intake route, age range, fees, or coverage applies.
Healthy Minds Counseling Services lists OCD among its service areas in Frankfort. This is an independent clinical lead, not an Alliance or Fight the Blight provider and not a guarantee of hoarding-specific treatment. Ask about hoarding concerns, treatment approach, credentials, fees, insurance, and current availability.
The Franklin County Council on Aging provides local aging and caregiver pathways, including coordination of services, transportation, meals, outreach, emergency food, medical equipment, and personal-product support. It is not hoarding-specific therapy or automatic free cleanup. Ask what current programs fit the older adult or caregiver situation.
Kentucky Housing Corporation explains how people who are homeless or at risk can connect with local partners for assessment and housing services through Coordinated Entry. Assessment does not guarantee a housing referral because resources are limited. Ask for the current Franklin County access point and explain any safety or eviction deadline.
Safety and stability
These pathways serve different situations. Read the labels carefully before calling, especially when a response may involve protective services, housing screening, crisis response, shelter, utility emergencies, or emergency assistance.
Kentucky Adult Protective Services investigates suspected abuse, neglect, or exploitation of adults and can offer preventive or general adult services. Use this for a genuine protective concern, not as a general cleanup referral. Kentucky says adults retain self-determination rights, and emergency situations require 911.
Call or text 988 for emotional distress, a mental-health or substance-use crisis, or concern about someone else. 988 is not a cleanup provider and does not guarantee an in-home response. Call 911 for immediate danger, fire, violence, or a medical emergency.
Call 911 when there is immediate danger, fire, a medical emergency, violence, or a threat that cannot wait for a scheduled service. Emergency dispatch is not a hoarding-support program, behavioral-health counseling service, or cleanup provider. When the situation is not immediately dangerous, begin with a support, care, or navigation pathway.
New Vista describes immediate crisis support for anyone experiencing a mental-health or substance-use crisis, including mobile crisis response, walk-in crisis centers, and connections to ongoing care. It is not a hoarding cleanup or organizing service. Call the 24-hour helpline to ask what current response fits the situation.
The Kentucky Cabinet for Health and Family Services publishes county-by-county community mental-health center and crisis information. Franklin County is served by New Vista. Use the directory to confirm the current crisis number and remember that a life-threatening emergency requires 911.
Kentucky Housing Corporation explains that Coordinated Entry uses a short assessment to prioritize people seeking housing assistance. It does not function as a waitlist and does not guarantee a housing referral. Use it when housing is unstable, a person is unhoused, or a safety or eviction deadline is approaching.
The Housing Authority of Frankfort provides safe and affordable housing for low- and moderate-income individuals and families. Waiting-list and application status can change, and the authority says its office is temporarily closed to the public during renovations. Ask about paper applications, reasonable accommodation, current lists, and household support needs.
The Homeless and Housing Coalition of Kentucky asks people seeking housing assistance to share their county and current living arrangement so staff can identify an appropriate path. It is a housing-navigation and advocacy resource, not a hoarding-specific cleanup provider or shelter guarantee.
The Frankfort Sewer Department operates around the clock for wastewater infrastructure and lists a customer-service number for sanitary sewer emergencies. This is a utility and public-health pathway, not hoarding support or a general household cleanup service. Call 911 for immediate danger or a medical emergency.
People and practical help
These listings offer connections for care, education, housing, benefits, utilities, aging, organizing, or disposal. They are independent organizations; ask about current availability, cost, scope, consent, and safety before relying on them.
The City of Frankfort Solid Waste Division provides residential collection and says bulky items and yard waste are collected on the regular collection day by appointment. Confirm accepted materials, curb placement, access, and whether the household needs an additional service before moving items.
Frankfort describes no-cost scheduled pickup for some bulky items such as appliances and furniture, free yard-waste pickup when placed correctly, and additional move-out or overflow services that may carry fees. The city lists exclusions including hazardous materials, construction debris, tires, and medical waste. Confirm the current disposal plan before scheduling.
Franklin County lists a free landfill voucher program for residents at Benson Valley Landfill. This may help with disposal planning, but it is not a funded cleanup crew, organizing service, or hoarding-specific program. Confirm current voucher availability, accepted materials, load limits, and identification requirements.
The Council on Aging and Capital City Activity Center describe meals, transportation, outreach, emergency food, medical equipment, and food-box programs for eligible older adults. These supports can reduce isolation and stabilize daily living, but they are not hoarding treatment or guaranteed home cleanup. Ask what is currently available.
Kentucky's Department for Aging and Independent Living is the state unit coordinating services for older adults and young adults with physical disabilities. Use it to understand statewide aging and independent-living pathways when local navigation is unclear. It does not provide hoarding cleanup or guarantee placement.
Kentucky Housing Corporation lists voucher and specialized programs, including disability, veteran, stability, and HOPWA pathways. The statewide HCV waiting list may be closed while other programs remain available. Ask which current program serves Franklin County and whether a reasonable-accommodation request is appropriate.

Unburied, from The Peer Tree, is a judgment-free digital peer-support pathway for people affected by hoarding and clutter concerns and for friends and family. It can offer ongoing connection, tools, and momentum from Frankfort or anywhere else. It is not therapy, clinical care, or emergency support.
